I don't know but just did read;
"Freedom is the extent to which you can do what your conscience wants to do, without being bothered by a government."
So the secret could be avoiding to much contact with the government.

@SW-User Why just government though. There are so many things that bind us besides government. Having said that, what if our conscience is loose and allows us things that can have negative consequences? Is that then binding us somehow?
