Do you think all people should be loved?

Even those who have not known it, and are the ones everyone says should be condemned? For example, someone who has done something horrible. Should they be loved?

Maybe forgived as that makes you a better person, "Loved" I think is a bit unrealistic. I could never either forgive or love a child rapist/murderer.
