Since around the mid-eighties TV stations have routinely increased the gain on the volume of adverts so they are louder than the program, because advertisers became aware that people go to the loo or get a snack when the adverts are on. It’s so viewers have no choice by to continue to hear the advert even if they can’t see it. Some TV manufacturers have installed an override, which detects the increase in gain and reduce the volume accordingly.

Not sure if this explanation is still valid, but years ago it was explained this way: There was a limit to the peak volume of any broadcast in the USA. On normal shows that peak tended to be people shouting, explosions, etc. and was only reached occasionally in any show. BUT commercials tended to record EVERYTHING in the ad at that peak volume, so it might not actually be louder, but it was constantly at the peak volume through the whole commercial.

@snofan Can you read? I was the one who quoted the article about loud actors, I NEVER said you did. I never mentioned digital recording techniques. I simply referred a very old article about analog recording of TV many decades ago. And I doubt you'll ever record as much audio as I've listened to in the last 70+ years. If you don't like the old explanation, try digging up the probably now dead editors of TV GUIDE and argue with them.

@ChipmunkErnie I would bet that I've recorded more audio than you'll listen to. Digital or analogue the same rules apply - just way more critical for digital. Yes, I can read, and I also understand audio - which you do not. You are trying to quote someone who wrote a report and was probably asking someone like me what was happening. I have tried to explain, but you comprehension skills have left you. If you could understand what you wrote yourself, you would see that you are describing audio compression.

If you have experienced what you believe is a violation of the rules regarding the loudness of commercial TV ads, you may file a complaint with the FCC at no cost. What to include in your complaint: If you watched the commercial on pay TV (cable or satellite) or if you watched it on a broadcast station.
To make sure you change it ASAP. They hate making it as much as you hate watching it.

Audio compression. If you look at a meter it looks like the same level as everything else, but the compressor means there is more power within that wave form.

Sometimes they are loud to the point of distortion. Even if your volume is really low you can just hear this weird noise.

OH but if that were not enough, of course the light on commercials is max brightness. On old boob tube TVs you could hear the circuitry struggling with it.

To grab your attention. Years ago, there was an actual push to normalize the output of all TV, but it never got any real traction in the industry. I can tell you from experience that it is tough to get everyone on the same page, plus the shows don't necessarily seem to mix their audio overly loud.

@Miklee02 I'm primarily an audio guy. Everything is a playlist now, precious few VTRs of any kind. But the people who post NCIS are not the same ones who do Progressive ads and they won't sound the same. It's for that reason that there is "mastering" in audio: when you assemble an album, you match all the volume levels and sound levels. That's done in TV, too, but not in regard to playlists, who aren't always put together by technical personnel.
