@Trippin He looks really dehydrated. He may be too weak to have the will to eat right now. It will take a lot of encouragement, sometimes as far as putting tiny bits on their nose to lick off. They also have a reflex to lick their paws if you put a little there.
Do you have any wet food or unseasoned meat you can make into a paste for him?
@Trippin For fluids, you can make a makeshift eye dropper with the barrel of a pen or a straw. Very small amounts, but you can dip it into the water or milk and hold your finger tight over the top. Or soak a paper towel in it and see if the kitty will suck it.
