Depends on the circumstances, but absolute and terrifying force is one way

@TessDun temptation exists for many things, but when we know what we should do and don't do it, we do wrong
I find that bullies are usually foolish misled people; they won't give in easily unless they feel they are overpowered by someone but if you can get them to back down they're more likely to listen than one might expect, and you might even change their life and the lives of their would-be victims

@th3r0n There is this bully at work. I told the mentors and superiors about her actions. One senior colleague emailed the superiors and clients about her technical erros at work, in response also to her bad attitude. Now she is so timid, and depressed to a point that she asked for the help of HR to reprimand the senior who exposed her. Almost all superiors are not on her side. Bullies should be shamed, that is the only way they can be tamed.
