how do you handle everyday noises in your area which ' unnerve' you

i have a nervous disorder, i live in a 3rd floor flat, in an 'okay' area..i've lived here 20 years now but there's times that it does get noisy, the particular noises that unnerve me are cars speeding into my street blasting loud bassy music, and the sounds of activity outside my block of apartments...like other men talking noisily or shouting or coughing loudly.....these noises cause me to feel on edge.

i'm unable to move, because i'm in social housing, and are not a priority to be rehoused, plus, there's nowhere for me to go.

I wear hearing protection a lot (noise cancelling headgear). Up half the night, heel walking Indians moved in upstairs and the floor is very thin. I'm very susceptible to bassy booming sounds.
