He is probably still hurting. Some wounds heal very slowly.

You can confront him and tell him exactly how you feel and why you feel hurt. No need to blame.. he's just trying to be with you while still aching for her. Inform him what is going on in your heart. If he doesn't take drastic action to save the relationship... it means he still cares more about her, in which case you are better off alone. If you see big changes however, it may be that realizing he's about to lose you woke him up, in which case he may deserve a second chance. A middle ground would be to take a break and let him recover for a pre-determined time.. then go on a date again after said time..to sort out the final decision about your relationship .
