Do south europeans count as latino or is that something just reserved for south americans?

Latino comes from a shorting of the Spanish latinoamerico to refer to the settlers of the southern Americans by speakers of the Latin romance languages such as Spanish and Portuguese.
Hispanic would be the more appropriate term for south Europeans in reference to the location, language or culture of Spain.
