ffony Anyone who says so-called shop-lifting, or the taking of public services without paying their dues, has no victims, is thoughtless, lying and exhalting
theft.
It is those forms of crime that are most often "apologised" for; but plenty others have no respect for laws even as simple as those covering the use of bicycles.
There might not be single, individual victims such as the shopkeeper who has lost goods to snatch-raids; but civilised society as a whole suffers from those who might not steal from shops, but might try to steal from the public services, or who are foolish and cowardly enough to imagine themselves in other ways too important for good behaviour. Or those who try to apologise for such misdemeanours by others.
