@fun4us2b I think it is an oppressive term used by wealthier people as the reason why some people struggle.
You and I are lucky, worked hard and have done okay.
My Grandfather worked like a trojan all his life and was cheated out of his superannuation by a deceitful employer using a tontine system.
I am sorry to say there are many others, who have not seen the fruits of their very hard labour or have been promised pay increases that never come etc etc

Usually used by governments and their departments. It implies "we are providing" but does not actually say that. Nor does it promise when and how.

'Crime' is generally defined as simply the violation of a law. To fit that definition, no victim is required - other than posssibly distressed members of the legal establishment. 🤔

@ffony Anyone who says so-called shop-lifting, or the taking of public services without paying their dues, has no victims, is thoughtless, lying and exhalting theft.
It is those forms of crime that are most often "apologised" for; but plenty others have no respect for laws even as simple as those covering the use of bicycles.
There might not be single, individual victims such as the shopkeeper who has lost goods to snatch-raids; but civilised society as a whole suffers from those who might not steal from shops, but might try to steal from the public services, or who are foolish and cowardly enough to imagine themselves in other ways too important for good behaviour. Or those who try to apologise for such misdemeanours by others.
