I don't think there is any clear-cut definition, as one person will mature/adapt/change into adulting ways of doing and thinking at a different rate (which can also be highly variable from one day to the next) to another person.

In my case, I don't think I have ever and probably will never be able to fully understand how to do adult romantic relationships (and things associated such as approaching people, dating, sex, etc.) 'properly' though in other areas of life I'm quite adept at 'adulting'. Things like my job (been a railway shiftworker since the late 1980's), and being a parent to my adult kids and 8 y/o daughter, my ability to understand and manage money/finances (though sometimes I doubt myself), my hobbies/interests (of which sex, dating, relationships, etc. is not a feature), my ability to make informed judgements about personal issues like health and wellbeing, etc.

I had no interest in sex/dating/relationships in my teens, or my early 20's. Does that mean I wasn't 'mature' enough until then? Possibly? I'm in my 50's now and after disastrous relationship and dating experiences I'm completely frightened of everything related to sex and relationships, so does that mean I am not 'mature' enough? Not sure.

Does a person ever 'fully mature' and compartmentalise the 'inner child'? I don't think so.
Actually I think the age of 32 is when I reached full happiness so maybe not maturing until 32 is a thing. Until my early 30s I struggled so much mentally, I worked night shifts and found them too hard. I was self employed in my late twenties and my heart wasn’t in it because I just didn’t have the motivation. It all changed in my 30s I’m ready to take on the world.

@Thinkerbell If you want to see adults behaving like they are stuck in petulant child mindsets just look at Tik-Tok-Sik, or perhaps Insta/Snap apps. Or watch any speech/talk/conference hosted by or attended by and spoken at by Trump.

SW is my only concession to social media nonsense, and that only because I was talked into it by a good friend in England.

This is not to say there aren't many good, sensible people here, but there are plenty of the other kind too. 🤭

I hear you....today it seems, many young, single women do not think a man is necessary and put off child rearing until their 40's. Meanwhile, the boys are living in their are parents basement, looking at porn or gaming on-line. Wait until AI fully arrives........

@Cloud7593 I surmise that You have not been around any Jewish or Islamic families, they raise their children very differently to be more mature for their age, they take being an adult at 13 very seriously. I have been around many Jewish and Islamic families in Portland, in Delaware, Reno, and in Las Vegas.
