Do people value honesty as much as they say they do?

No. Nor do they value it particularly in others. What others value is what they perceive to be the truth. If you're "honest," it means they will never have to forcibly extract the truth from you; if you lie often, they might. But as long as they can tell when you are honest and when dishonest, it doesn't matter much what you say.
