i think charity shops should never have to pay rent, tax or any of that stuff

The council should just buy the building and relieve them of all that..

Charities receive a mandatory 80% relief on business rates. The rest can be made exempt at the discretion of the Council. Most charities occupy small shops that would be eligible for 100% small business rates relief.

Some landlords with empty shops allow charities to occupy rent free in order to avoid liability for business rates.
