I don't know. That's too much guessing. If that's the case then he should just say it. For me it should flow naturally. Text when you want . Don't text if you don't.

I’m too old for games and I’m not keeping score. If I felt like texting, I’d text. If that’s something that would bother him in any significant way, then he’s not the one for me.

Relationships have to be equal and both people have to put in effort. If you look at your text history whoever texts more is more interested. Text less and he may text more.
