That could mean a lot of things. Maybe they are not good at it or uncomfortable with it, maybe they just want to be aroused without putting effort into it, maybe they are interested but want to keep their hands clean in case their SO gets into their phone, ...

@Laralemonsqueeze okay, that rules out the keeping his hands clean. It could still be laziness or lack of talent other than easier to keep secret, but it's clear you shouldn't expect a lot from him.
