It would surely be simpler and much cheaper to change the system so that instead of having a Post Office staffed by Post Office employees you just have a Post Office counter run by the employees of the shop itself.

This is how it is done in Norway. Here there is a Post Office counter in a supermarket in most communities. And because it is run by the shop it is open all the hours that the shop is open, often from 07:00 to 23:00. Often it also handles business for other couriers.

Some shops in the UK do work like that, at least to the point of dual -role staff . Certainly my local Premier branch does.
