I live in Manchester and I also grew up as a teenager (near Burnley) when Ferguson's united waa at it's early peak.
During that time (the 90s and 00s) it was Liverpool that was the former empire fallen on hard times. Former players chipped in on what was going wrong (often cluelessly) an they had a string of failed managerial appointments.
United during that period was near invincible in domestic football and got loads of glory hunting fans.
Now the roles have reversed. English football runs in cycles in which empires rise and fall.
You didn't mention this in your post but we are perhaps witnessing the end of the Man City era. They won't win the title this season and (more importantly for the mid-term) they have an aging squad.
I don't know what will happen in the next few years. My guess would be that nobody (city, arsenal, Chelsea, Liverpool) looks quite strong enough for an era of domination. I think we will be having the title switch hands quite a bit.
