Ti voglio bene in Italian means I love you, but without the romantic intent (for example you'd say it to a friend, a pet or a relative).
A similar expression would be I care about you, but this one has its own Italian translation (Ci tengo a te).
Ti amo is the literal meaning of I love you, mostly used in a romantic way.
