I find it simpler and more respectful to address ‘people groups’ the way they prefer, regardless of whether I can understand the distinctions.
It doesn’t always work, but mostly it does. Who am I to name them?
And, “people of color” suggests to me the broader idea of variety and diversity. “Colored people” was meant to describe “not white.”
I have no idea if that is the reason.
