Yes when man first started expanding out of the African Rift Valley which was the birthplace of human civilization, they roamed to places not inhabited by man. But if you are talking about established governments establishing colonies then you probably can't find that.

I don't believe the Azores were inhabited before Belgium and Portugal saw their value in cross Atlantic sailing. Same for Greenland with Denmark.
