Yes, in the digital world, "true color" (24 bit) refers to the RGB color model in which each color channel (Red Green and Blue) can have 256 different shades, for a total of 2 to the 24th power, or 16,777,216 color variations. (But the human eye can only distinguish about 10 million color variations).
Red = 255, Blue = 127 and Green = 127 (FF 7F 7F) gives a nice shade of Pink.
