Should eyeshadows always be chosen according to eye colour??

I searched online to find the name of the shade i'd like to try...but instead got a colour wheel showing me the shades i should only stick to judging by my eye colour :/ xx

No, skin tone, hair color, eyelid type, and more importantly your own taste and style all come into play
