I can't help those who don't want to be helped

My friend has been getting abused by his dad for awhile now both mentally and physically. Today his father told him he was a "mistake to the world." His mom won't do anything about it, his mother sometimes watches his father literally hit my friend.

I told him to tell the police about a hundred times now, I also asked him to tell a teacher or his school counselor. He refuses to bc he is scared nothing will change. He refuses to do what I tell him. I can't help him as I do not know where he lives exactly and he won't tell anyone.
