Think it'd be better to Uber around a new city or get a rental car?

I know that I'd also potentially have to pay for parking at certain places with a rental car.

I was looking into tour buses/sightseeing bus but I see that it specifically says you will only pass by some places and not actually get to go in.

So I'm wondering if that will be worth it
