Bullying. How to stop it?

A schoolboy gets repeatedly picked on and bullied at school. He never retaliates.

The school is not doing anything to stop it.

Should he go to a boxing club or learn martial arts? That is what I'm thinking.

Have you got any other suggestions please?

The old school way would be as you said, learn to defend himself.
That's what I did, plus I packed on muscle. I went after the bullies as they were still bullying others.
Sweet revenge...
