Bullying. How to stop it?

A schoolboy gets repeatedly picked on and bullied at school. He never retaliates.

The school is not doing anything to stop it.

Should he go to a boxing club or learn martial arts? That is what I'm thinking.

Have you got any other suggestions please?

My preferred solution is violence. It worked for me the only time I tried it.
