It's not supposed to hurt. But depending on what your hymen looks like, you might have to work up to it and/or use some lube the first times.
I used tampons before I ever had any sex without much trouble, but masturbation can also help stretch the opening.
One thing, DO NOT INSERT A TAMPON INTO A TOTALLY DRY VAGINA and then try to pull it out. It's a bad time. I know from experience.
