By accident I dropped my sleeping pills in the toilet will my doctor give me a refill?

My friends meds were stolen from her car and the doctor wouldn't replace them because there wasn't a police report made, that's the only occasion I can recall about anything like that, but I would say it's doubtful, the laws are getting more strict and I think there afraid of taking a chance that they was sold not dropped, you know they will cover there butts before anything bad comes there way. You can still check with him, it might be he would, just never know these days
