Why do I get the "wait" message ?

"You must wait until this user responds before you can message them again."
I get this message when I'm PMing someone I haven't ever sent to before, so how can I wait until they respond ?
Doesn't make sense.

Hi Why is there a wait time on private messages and what is it?

There is a default 5 minute waiting period between creating new private message conversations. The waiting period for replying to existing conversations is 15 seconds.

As your reputation increases on this site, the 5 minute waiting period will gradually decrease for you.

Thank you for your response. I've that "wait" message before and I understand it. Again, this message says "You must wait until this user responds before you can message them again".
This happens only occasionally and NOT after I have messaged anyone else recently.
I have not messaged them before at all, so I am not "messaging them again."

Hmmm that's weird I don't think that should do that. Maybe unless they blocked your age group?

Yes, weird all right. If there's an age block it ought to say it.
Thing is, I can initiate a PM most times, OK.
Only once in a while do I get this.
Well, there's no way I can, I guess. I haven't yet tried waiting a day.
