Clingy Bastards

How do you deal with somebody who feels like they must be included in everything, and becomes passive aggressive otherwise? I've got this mate who gets all whiny and makes snide remarks whenever I mention doing stuff with other people. Not sure if they give others this treatment or if it's just me they like to take it out on.
