People don't change. They can grow,regress or even stagnate but the baseline of who we are doesn't change.

They say some personality disorders diminish at an older age, so maybe that's why some people get better persons in their 50s or 60s.
I think everyone has the potential to change. Now whether they do it or not is a whole other issue.

In any case, it depends how much the person wants to change. They have to be committed to changing and see the value in getting whatever help they need.
If they have the will, it’s doable, but no one else can do it for them.
