Well I think it depends on what the couple views as okay or not okay in their relationship, and there's also obvious boundaries that shouldn't be crossed when in a relationship. I think flirting initiates something and because of that I don't think flirting is ever harmless in my opinion. So yes I think it is cheating I guess 🤔
