I do not have a good answer, but I have lived in some environments where the sand and dust in the air became a perennial problem. I never found a good solution, but I did end up carrying wet cloths around a lot to relieve the irritation.

I can't remember having had this problem when I was away in Mexico--it's much less polluted there... but I can't do much about that factor.

Try eating meat everyday... See if that helps.
Eye drops are just Vascular restrictions which means the redness goes away and your eye feels lubricated but that's just for a while.
It can actually do more harm than good.

Have you tried the prescription drops Restasis? Your ophthalmologist can also place Punctal plugs.

I have that problem with hay fever, and in the sub tropics it's all year round.......
