This really depends on the environment. If she is standing on a walkway admiring the sunset, or laying on the beach by herself then it is easy, just walk up and comment on how beautiful it is. When she looks at you, look back and smile.
If she is with friends I think the best you can hope for is she looks at you and you get a chance to smile at her. If she has any interest she might come to you. If you are not her type/gender/creepy then its hopeless anyway.
