Is it okay tell her as a Friend she is important to you?

Other than asking her out but is it okay to tell her that she makes me feel more of a person than I already am?, because honestly, she really does. She makes my day when we Smile at each other. The only thing I need to do is tell her of how I feel as a person.

I'd hold back if you are just at the "asking out" stage. If you were only remaining platonic friends...and had been good friends for a while...then it would be okay (I think), but if you are changing (or trying to) the relationship, then see how she responds to that change first. It could be awkward if she does not feel the same as you.
