Is it fishy for a 17 year old girl to wanna date a 14 year old boy?

My cousin is only 14 and got a date with a 17 year old high school senior girl.

I don't know. My little brother is fourteen and I don't think I'd be happy if he was dating a 17-year-old. Legally, I suppose it's fine now, but once the girl turns 18, there might be issues.
