Is it fishy for a 17 year old girl to wanna date a 14 year old boy?
My cousin is only 14 and got a date with a 17 year old high school senior girl.

Lots of people have lots of different opinions on this and I dont think there's any hard and fast right or wrong here.
However, psychologically speaking the pace of development of emotional maturity and life experience (aka worldly wise) is very fast between the ages of 13-18 - this means that while generally speaking they are in the same age bracket - in terms of maturity a 14 year old is entirely different to a 17 year old, ditto a 15 year old compared to an 18 year old.. etc..
In this way, it's relatively rare that children have much in common with young people a year or so older and equally find those a year below them relatively immature.
We know an 18 year old is considered an adult - whereas a 15 year old isn't..
