It depends on the relationship. If it's a causal relationship and rules have been established, then I think the one who cheats has shown no loyalty to a growing relationship.
Other, longer relationships can be vastly complex situations in which two people maintain a dance. Cheating in this case is almost always just the symptom for deeper issues. They take time to dig out, examine, repair or toss that which no longer works for the relationship or individual.
