I assume they are in a relationship so he's either too sentimental or feels guilty and wants to smooth something out. But my first thought is always that deep inside he's not sure about his feelings and he tries to confirm it to himself by openly demonstrating it again and again. He might have doubts if he made the right decision that he ended up with this person so perhaps he needs to constantly reconfirm it.
