True, cerebral damage can occur with heart surgeries but you'd be surprised how much can be done to improve it with the right treatment.
You should certainly see a professional 🌹.
You have to keep at mind that no matter how young the woman you're dating , her abilities and needs will change. She won't always match yours and because of that age can't be treated as an advantage. It's not. Also no matter how old you personally think you are mentally, doesn't mean you're not in position where you'd dis-empower her.
It is good that you are waiting for her instead of pressuring into doing things she is not comfortable with. She's pretty young in my opinion.

You have to also considering the psychological aspects, especially if she likes the “daddy” thing. She may have some mental issues.
She is still rather young, still with an undeveloped brain and significantly less life experience. That will play a major roll in the power dynamic.
But since my dad is 17 years older than me. The age gap seems gross 😅

Well, I just did little more digging about the video you posted.
It looks like he was grooming her way before it was even legal. And he was married, she was his baby sitter.
His ex wife claims that he was attracted to her too when she was younger and he left another partner before her due to their age.
So apparently he targets young girls. This is absolutely not healthy.
