If by “date” you mean all the things that are involved with modern dating, it depends on the state, but if you mean just dating like going on dates and getting close emotionally but not sexual activity, then yes that’s legal
@WendyLopez43 yes, or for legal purposes less than moral purposes if they just waited until the younger is 18, though all people should wait for marriage
