Is cuddling with someone else other than your partner considered cheating?

If your partner doesn't know about it or doesn't agree then it's not exactly cheating but a bit unauthentic. I think cuddling can be friendly but I would just do it while my partner knowing to avoid feeling guilty later or to not hurt them.
