Friendship after a break up ?

What does it mean when he says he wants to be friends after a break up ? He says he likes me a lot still and is not 100% sure he doesn't love me. But it feels like it is over and he didn't change his mind about breaking up.

I can see that, but when he suggested and i tried to reach he didn't seem interested in being friends... he seemed annoyed.
