Do women really dress for other women and not men, like we have been told?

That makes zero sense to me. Why do you care what other women think? Is that who you are trying to attract? Or are you competing?

well I use the jealousy and competitive side of women in reverse as in I have some depressed friends so I dress up when I meet them and it's been making them want to try and dress better and take care of themselves. which has been helping their mood
