To think this inappropriate?

Partner had his female friend round today. I cycled into work and so he didnt know I was there putting my bike away at the side of the house.
She was upset and he kept touching her thigh and moved close and put his arm around her. I am not comfortable with this but don't want him to know I was looking. Was he out of line? How do I approach it?

He got angry when I confronted him and said 'How can you think I would be attracted to her? She reminds me of Sienna (His 8 year old daughter ) even though she is my age (33). She is tiny and very young looking. He is 52 and said he feels paternal 😐
