It can be, if it isn't done to get away from a toxic person. But actually, when it's done for that reason, it's called no contact, and there is usually plenty of warning. When it's done suddenly, with no warning, for no good reason, then yes it is. There may be an exception when someone suddenly becomes ill, or something else happens to them.
