If he’s unwilling to commit after a year, is it time to move on?

His reasoning is “I don’t have the time to give you that you deserve”.

He probably has his reasons but yes, that's an excuse.. it's almost passive aggressive.. he doesn't want to lose you but would rather that than commit.. he has no plans to change..
