Under the biblical definition that lust is adultry then yes it's cheating.

@GJOFJ3 That verse does not define lust as adultery, it doesn't even define lust OR adultery. It says if a man looks at a woman to lust after her he has already committed adultery with her in his heart. If it says what you say it does then any man (or woman) who even lusts for their own spouse or SO is guilty of adultery. And before you argue that they are married so it doesn't apply, look at what you said..."lust is adultery" (according to the bible). Lust and adultery are not the same thing and even the Bible does not say that it is anywhere.
