You know your limits in this regard.

Only you can decide when it is time to move on

What they are really saying is, 'I'm not ready to commit, but I want YOU to commit.'

If you ARE ready to commit to somebody and your current S.O. is not ready, sure, you can wait, but don't kid yourself that he is just postponing committing to you. He is not committed, he is not ready to commit and it is entirely possible when he is ready to commit, it won't be to you,

Set a time limit then leave so you don’t waste any more time with someone who’s not serious about being with you.

I think you have to do what’s best for you. Whether that’s waiting to see if they’ll come around, taking a lesser commitment from them or moving on because it’s not right for you.
