Why does breastfeeding, even when I’m completely covered, still attract so many stray eyes and disapproving looks?

Because there's a social stigma against doing it in public. The social stigma is bad and needs to change. You are doing nothing wrong, they need to figure their shit out and stop being assholes to a woman just trying to be a mother.
