I'm annoyed when someone says they've been too busy to keep in touch.

I know everyone's busy. Everyone has their own life. However, I've found that when someone really wants to talk to you, they make time.

When you really matter to them, they find a way, even if just for two minutes.

That's true for real close friends and romantic interests. There are however different degrees of caring, as well as different degrees of tiredness, responsibilities and health issues limiting opportunities.

The frequency of contact is indeed an indication of interest, but there are other factors too. Therefore the relation between the two isn't necessarily linear.
